In 2001, Hawaii smokers comprised only 20.5%1 of the adult population in the state. Here is what they already pay because they choose to buy a legal product:

    • More than twice as large as FY2002 corporate net income taxes ($52.6 million)
    • Larger than FY2002 motor fuel tax collections ($78.1 million).

  • Total smokers' payments for FY2002 were large enough to support Hawaii's FY2003 appropriations6 for:

    • Operating expenditures of the Hawaii State Public Library System ($25.4 million) AND the Department of Agriculture ($26.7 million) AND Commerce and Consumer Affairs ($34.8 million) COMBINED
      OR
    • Capital improvements (all funds) at the University of Hawaii ($98 million)

    • Human Resources Development ($19.1 million) AND the Department of Land and Natural Resources ($60.9 million) AND the Department of Health ($27.7 million) COMBINED.

A smoking ban went into effect on the Big Island - making it the fourth and final county in Hawaii to enact a smoke-free workplace law.
