Contraband Tobacco in an effort to fight the spread of illegal tobacco

Toronto Crime Stoppers has joined the fight
against contraband cigarettes, which authorities said is helping fund
such other illegal activities as drug and weapons smuggling in Ontario.
The city's Crime Stoppers program announced yesterday it has become
the newest member of The National Coalition Against Contraband Tobacco
(NCACT), a group of businesses and organizations working to stem the
flow of illegal cigarettes into cities and towns across the province.
"This criminal activity ranges from small-time dealers in our
communities to organized crime organizations involved in the
distribution of this illegal product, which is making tobacco more
accessible to our youth," Crime Stoppers chairman Sean Sportun said.
"It's our hope this partnership will assist in educating community
members on this issue and bring additional attention to this crime (by)
generating tips and combating illegal tobacco products in our
community," he told a news conference at police headquarters.
Police
Chief Bill Blair called it "a serious problem in our society.
"Unfortunately, many people do not perceive the sale of contraband
cigarettes to be a crime," he said.
The illegal importation of drugs
and firearms goes hand-in-hand with the contraband tobacco industry, he
said.

Surveillance Leads to Seizure of Contraband Tobacco

CORNWALL, ON, Jan. 30 /CNW/ - Two people were arrested by the
RCMP for possession of a tobacco product not properly stamped under
authority of the Excise Act 2001 following a joint surveillance
operation with officers from the Canada Border Services Agency and the
RCMP Cornwall Detachment.
On January 30th, 2009, officers followed a
2003 Chevrolet Impala from Akwesasne, Ontario and stopped the vehicle at
a commercial parking lot on Brookdale Avenue in Cornwall, Ontario. When
officers approached the driver she refused to get out of her vehicle.
RCMP officers arrested a 42 year old female driver from Akwesasne,
Ontario and seized 746 resealable bags of contraband cigarettes as well
as the vehicle. The driver faces charges for possession of a tobacco
product not properly stamped as well as for obstructing a peace officer.
She was later released to appear at the Cornwall court on April 7th,
2009.
Later on the same day, officers followed a 2000 Chevrolet Cube
Van from Akwesasne, Ontario and followed the truck to a residence
located on Tollgate Road in Cornwall, Ontario. RCMP officers approached
the driver as he exited the van and observed the van to contain
cardboard boxes of contraband cigarettes. RCMP officers seized 4,350
resealable bags of contraband cigarettes as well as the van. The driver,
identified as 41 year old Jeffery Adams from Cornwall, Ontario was
arrested and charged for possession of a tobacco product not properly
stamped and for failing to comply with an conditions from a previous
release document. He was held for a bail hearing at the Cornwall court
on January 30th, 2009.

Charged for Possession of Contraband Tobacco

SOUTH
GLENGARRY, ON, Jan. 29 /CNW/ - Danielle Belanger, a 41 year old female
resident from Cornwall, Ontario was charged for possession of a tobacco
product not properly stamped under authority of the Excise Act 2001,
breaching conditions from an undertaking and driving while disqualified
after officers from the Ontario Provincial Police responded to a call
that a motor vehicle was in the ditch on Highway 401 in South Glengarry,
Ontario.
On January 28th, 2009, an officer from the OPP responded to
the call that a 1997 Chevrolet Lumina was in the ditch on Highway 401
eastbound in South Glengarry, Ontario. At the time there was a winter
storm in the area and driving conditions were poor. The officer arrived
at the scene and observed the vehicle was transporting cardboard boxes
of contraband cigarettes. A tow truck driver who was at the scene
advised the officer that the driver was sitting in another vehicle. The
officer questioned Danielle Belanger who advised that she had been
driving the vehicle and that she lost control due to the weather
conditions. Officers from the Cornwall RCMP Detachment were contacted to
assist.
RCMP officers attended the scene, arrested Danielle Belanger
and seized 995 resealable bags of contraband cigarettes as well as the
vehicle. She was held in custody to appear for a bail hearing at the
Cornwall court on January 29th, 2009.

Four Arrests for Possession of Contraband Tobacco

IROQUOIS, ON, Jan. 29 /CNW/ - A 36 year old male resident from
Iroquois, Ontario, an 18 year old male from Cornwall, Ontario, a 57 year
old male and a 48 year old female both residents of Kemptville, Ontario
all will face charges for possession of a tobacco product not properly
stamped under authority of the Excise Act 2001 after a vehicle was
followed from Akwesasne, Ontario to a residence located in Iroquois,
Ontario.
On January 27th, 2009, officers from the Canada Border
Services Agency and the Cornwall RCMP Detachment followed a 2000 Impala
from Akwesasne, Ontario to a residence located in Iroquois, Ontario.
Once at the residence, officers observed people unloading cardboard
boxes of contraband cigarettes from the Impala and loading them into a
2003 Pontiac Grand Am.
RCMP officers arrested all four individuals at
the residence and seized 740 resealable bags of contraband cigarettes
that were located in the vehicles and inside the residence. Officers
also seized a total of $4,997.62 in Canadian currency from the four
subjects as well as both vehicles. During the search RCMP officers
located and seized 49 empty cardboard boxes which officers believe
contained resealable bags of contraband cigarettes at one time. The four
individuals were later released to appear at the Morrisburg court on
April 7th, 2009.

who have set up many warehouses and use residences in Eastern Ontario to
store contraband cigarettes that were smuggled into Canada from the

Four vehicles seized
carrying 111 cases of contraband cigarettes

PRESCOTT, ON, Jan. 28 /CNW/ - On Tuesday, January 27th , 2009,
law enforcement agencies from across Eastern Ontario intercepted four
vehicles found to be smuggling contraband cigarettes. This was a joint
operation which took place on Highway 401, west of Prescott, Ontario
with significant roles by Canada Border Services Agency (CBSA), the
Ontario Provincial Police (OPP) and the Royal Canadian Mounted Police
(RCMP) Kingston Customs and Excise Section.
Police seized three
pickup trucks, collectively carrying approximately 81 cases of
contraband tobacco product, plus a van loaded with an additional 30
cases of contraband tobacco product.
Generally, each case contains
approximately 50 cartons of cigarettes or 50 individual bags with 200
cigarettes each.
Three males from Eastern Ontario and a fourth male
from Gatineau, Quebec were arrested at the scene and charges are
pending.
The RCMP and their partner agencies continue to notice an
increase in the distribution of contraband cigarettes throughout this
area.

Two Arrested for
Possession of a Tobacco Product Not Properly Stamped

AKWESASNE, ON, Jan. 27 /CNW/ - Officers from the Akwesasne
Mohawk Police Service stopped two vehicles that lead to the RCMP
arresting a 26 year old Jeremy Labelle from Cornwall, Ontario and a 44
year old female resident from Akwesasne, Ontario for possession of a
tobacco product not properly stamped according to the Excise Act
2001.
On January 26th, 2009, an officer from the Akwesasne Mohawk
Police Service observed a male passenger arrive in Akwesasne, Ontario in
a taxi and was observed shortly thereafter driving a 1999 Pontiac
Transport van. The officer stopped the van on International Road in
Akwesasne, Ontario. Upon walking up to the driver, the officer observed
fake head rests in the rear passenger area of the vehicle with a black
blanket covering cargo. The driver was identified as Jeremy Labelle who
did not produce any driving documents and admitted to be transporting
cigarettes.
Officers from the Cornwall RCMP Detachment were contacted
to assist. Labelle was arrested and the RCMP officers seized 1,650
resealable bags of cigarettes as well as the van. Officers believe these
cigarettes were manufactured in the United States. Jeremy Labelle was
held in custody to appear at the Cornwall court for a bail hearing on
Tuesday, January 27th, 2009. He was charged for possession of a tobacco
product not properly stamped as well as for breaching probation
conditions. He was also issued Highway Traffic Act tickets from the
Akwesasne Mohawk Police Service officer for driving a motor vehicle
without a licence, failing to provide identification and failing to
provide a permit for a motor vehicle. He also received a ticket under
the Compulsory Automobile Insurance Act for failing to have an insurance
card.
Later on the same day, an officer from the Akwesasne Mohawk
Police Service stopped a 2001 Mazda Tribute in a commercial parking lot
in Cornwall, Ontario after it travelled from Akwesasne, Ontario. The
officer approached the driver and observed card board boxes of
cigarettes inside the vehicle. Officers from the Cornwall RCMP
Detachment were contacted to assist.
RCMP officers arrested the
driver, seized 1,250 resealable bags of cigarettes as well as the
vehicle. The driver was released to appear at the Cornwall court on
March 26th, 2009. Officers believe that these cigarettes were also
manufactured in the United States.

Six People Charged Following RCMP Contraband Tobacco Investigation

CORNWALL, ON, Jan. 20 /CNW/ - Six people have been
charged with various offences after an RCMP contraband tobacco
investigation. On July 30th, 2008, members of the Cornwall RCMP
Detachment with the assistance from a Canada Border Services Agency
officer followed a 1999 Mercury Sable from Akwesasne, Ontario to a
residence located in Ingleside, Ontario where officers observed the
vehicle park beside a 1989 GMC pick-up truck. Police seized 500
resealable bags of contraband cigarettes as well as the Mercury Sable
and arrested the driver, 23 year old Donald Joseph Giasson, a resident
from Rooseveltown, New York. The driver of the pick-up truck, Carson
Mitton, a 59 year old resident from Denbigh, Ontario along with the
passenger, 23 year old Mary Ann Woodcock from Scarborough, Ontario were
also arrested as a party to the offence. Officers seized the pick-up
truck, $17,840 located inside the truck and a small quantity of a
controlled substance.
Further investigation revealed that Carson
Mitton and Mary Ann Woodcock were previously investigated by the OPP and
Belleville Police Service in a Joint Forces initiative named Project
Fortitude and had been arrested by the RCMP in the Moncton, New
Brunswick region on July 6th, 2008 for possession of 10,800 resealable
bags of contraband cigarettes. Project Fortitude identified a group
responsible for moving contraband tobacco from Akwesasne, Ontario to the
New Brunswick area. This investigation linked Carson Mitton with 40 year
old Yvan Leclair from Shannonville, Ontario, 33 year old Jason Lincoln
Knight and 51 year old Hubert Aurele Dore, both residents from Cornwall,
Ontario.
The information gathered during Project Fortitude was shared
with officers from the Cornwall RCMP Detachment. The matter was further
investigated with the assistance of officers from the Kingston RCMP
Proceeds of Crime Section and the RCMP Customs and Excise Unit in New
Brunswick. The investigation resulted in the following charges being

Cornwall, Ontario faces a charge under the Excise Act 2001 for
possession of a tobacco product not properly stamped after the vehicle
he was driving was stopped by officers from the Cornwall RCMP
Detachment.
On January 19th, 2009, officers from the Canada Border
Services Agency working with officers from the Cornwall RCMP Detachment
followed a 2003 GMC Cargo Van from Akwesasne, Ontario. The vehicle was
stopped at the corner of Cumberland and Fifteenth Street in Cornwall,
Ontario. RCMP officers seized 4,500 resealable bags of contraband
cigarettes as well as the van and arrested the driver. The driver was
released with conditions to appear at the Cornwall court on February
24th, 2009.

Three Arrested for

SOUTH GLENGARRY, ON, Jan. 14 /CNW/ - A young
person and two twenty year old male residents from Akwesasne, Ontario
each face a charge under the Excise Act 2001 for possession of a tobacco
product not properly stamped. These charges result from two traffic
stops by the Ontario Provincial Police on Highway 401 eastbound in South
Glengarry, Ontario.
On January 12th, 2009, an officer from the OPP
stopped a 2000 Pontiac Grand Prix after the officer observed the vehicle
speeding on Highway 401 eastbound in South Glengarry, Ontario. The
driver exited the vehicle to approach the officer. He was immediately
advised to return to his vehicle for safety reasons. The officer then
approached the vehicle and observed clear resealable bags of contraband
cigarettes on the rear seat. Officers from the Cornwall RCMP Detachment
were contacted to assist.
The RCMP officers attended the scene,
arrested the young person, seized the vehicle as well as 750 resealable
bags of contraband cigarettes. The driver was later released to appear
at the Alexandria court on February 4th, 2009.
Later the same date,
an officer from the OPP stopped a second vehicle, a 2005 Chevrolet
Avalanche on Highway 401 Eastbound for displaying a licence plate not
belonging to the vehicle. The officer observed contraband cigarettes
inside the vehicle and contacted officers from the Cornwall RCMP
Detachment to attend.
The RCMP officers attended the scene, arrested
the driver and passenger, seized the vehicle as well as 925 resealable
bags of contraband cigarettes. The cigarettes seized from both stops are
believed to have been manufactured in the United States and smuggled
into Canada. They were both released to appear at the Alexandria court
on March 11th, 2009.

a label on them which has a Surgeon General's Warning," said Sgt.

and not in Canada. Do not be fooled by this warning as the label does

Detachment followed a 2004 Pontiac Montana van from Akwesasne, Ontario.
The OPP stopped the van on Highway 401 eastbound in South Glengarry,
Ontario. Officers observed cardboard boxes of contraband cigarettes
inside the van. The RCMP officers arrested the driver and seized the van
along with 2,200 resealable bags of contraband cigarettes. The driver
was released to appear at the Alexandria court on March 4th,
2009.

Vehicle Inspection Leads To The Seizure of Contraband Cigarettes
ST.
ANDREWS, ON, Dec. 22 /CNW/ - A 23 year old male driver identified as
Stuart Davie from Cornwall, Ontario was charged under the Excise Act
2001 for possession of a tobacco product not properly stamped. He was
also charged for failing to comply with a probation order. These charges
are a result of a traffic stop by the Ontario Provincial Police on
Highway 138 near St. Andrews, Ontario.
On December 18th, 2008,
officers from the OPP stopped a 1996 Ford F150 pick-up truck on Highway
138 at a R.I.D.E. checkpoint. Officers detected an odour of marihuana
and observed cardboard boxes of contraband cigarettes inside the truck.
Officers also observed that the cargo area windows were painted over to
conceal the contraband cigarettes from the outside. Officers from the
Cornwall RCMP Detachment were contacted to assist.
The RCMP officers
attended the scene, arrested the driver and seized the truck along with
2,550 resealable bags of contraband cigarettes. Stuart Davie was held in
custody and will appear at the Cornwall court on December 23rd, 2008. He
also was issued Highway Traffic Act tickets by the OPP officers for
misusing a licence plate and for altering the validation tag on the
licence plate.

A Commercial Vehicle
Inspection leads to the Seizure of Contraband Cigarettes
CORNWALL,
ON, Dec. 19 /CNW/ - A 51 year old male driver from Ohsweken, Ontario
faces a charge under the Excise Act 2001 for possession of a tobacco
product not properly stamped. This charge is a result of a traffic stop
by the Ontario Provincial Police on Highway 401 westbound near Cornwall,
Ontario.
On December 18th, 2008, officers from the OPP stopped a 2007
Chevrolet cube truck on highway 401 that was travelling westbound near
Cornwall, Ontario for a commercial vehicle inspection. During the
inspection the officers observed cardboard boxes of contraband
cigarettes. The Cornwall RCMP Detachment was contacted to assist.
The
RCMP officers attended the scene, arrested the driver of the truck and
seized 6,200 resealable bags of contraband cigarettes, 1,000 cartons of
Discount Tips Canadian Blend brand cigarettes, 101 cartons of Native All
Natural brand cigarettes and 500 cartons of Canadian brand cigarettes.
The investigation revealed that the truck was rented from a rental
agency in Brantford, Ontario.
The RCMP officers also seized two 1.75
litre bottles of Port Royal West Indies Rum, one 1.75 litre bottle of
Canadian Leaf Canadian Whiskey, and one 1.75 litre bottle of Odesse
Distilled London Dry Gin believed to have been produced in the United
States as well as a small amount of a substance believed to be marihuana
and hashish. The driver was later released to appear at the Cornwall
court on January 29th, 2009.

Police Vehicle Stop leads to the RCMP Seizure of Contraband Cigarettes
SOUTH GLENGARRY, ON, Dec. 17 /CNW/ - A 26 year old male driver from
Akwesasne, Ontario and a 45 year old male passenger from Cornwall,
Ontario both face a charge under the Excise Act 2001 for possession of a
tobacco product not properly stamped. These charges are as a result of a
traffic stop by the Ontario Provincial Police on Highway 401 eastbound
in South Glengarry, Ontario.
On December 16th, 2008, an officer from
the OPP observed a 2000 Oldsmobile Silhouette van driving aggressively
in the Glen Walter and Summerstown area. The OPP stopped the vehicle on
Highway 401 in South Glengarry, Ontario. Upon approaching the driver,
the officer observed cardboard boxes of contraband cigarettes inside the
vehicle. Officers from the Cornwall RCMP Detachment were then contacted
to assist.
The RCMP officers attended the scene, arrested both
occupants of the vehicle, seized the vehicle as well as 1,400 resealable
bags of contraband cigarettes believed to have been manufactured in the

CORNWALL, ON, Dec. 15 /CNW/ - A 22 year old male resident from
Hogansburg, New York faces a charge under the Excise Act 2001 for
possession of a tobacco product not properly stamped after an Ontario
Provincial Police officer observed cardboard boxes of contraband
cigarettes inside the vehicle at a R.I.D.E. checkpoint.
On December
11th, 2008, officers from the OPP were conducting the R.I.D.E. program
in Cornwall, Ontario with the assistance of officers from the RCMP
Cornwall Detachment. While conducting a vehicle check, an OPP officer
observed cardboard boxes of contraband cigarettes in a 2004 Buick
Rendezvous. The officer asked the RCMP officers to assist.
The RCMP
officers seized 1,000 resealable bags of contraband cigarettes believed
to have been manufactured in the United States and smuggled into Canada.
The vehicle was also seized. The driver was arrested and released to
appear at the Cornwall court on January 29th, 2009. The driver was also

Illegal Tobacco Distributers Halted

BOWMANVILLE, ON, Dec. 9 /CNW/ - On Tuesday, December
9th, 2008, charges were laid against six individuals after a joint
investigation by the Special Investigation Branch of the Ontario
Ministry of Revenue and the Custom and Excise Unit of the Greater
Toronto Area RCMP.
On December 5th, 2008, six individuals were
arrested for possession of unlawfully packed and stamped tobacco in
Mississauga Ontario. At the time of arrest, three vehicles were seized.
On Saturday December 6th, two search warrants were executed and
approximately 200, 22.5 kg cases of illegal tobacco products were
seized. These tobacco products were of various East Indian and Pakistani
brands.
First court appearance for the six individuals is set for
January 21st, 2009 at the Brampton Court house in order to answer

2008, officers from the OPP were conducting the R.I.D.E. program in
Ingleside, Ontario when they observed a 2002 Pontiac Grand Prix conduct
a U-Turn to avoid the inspection. An officer stopped the vehicle on
County Road 18 and while talking to the driver, he observed resealable
bags of contraband cigarettes inside the vehicle. Officers from the
Cornwall RCMP Detachment were contacted to assist.

On December 4th, 2008, an officer observed a 2000
Ford Excursion sport utility vehicle that was on Brookdale Avenue in
Cornwall, Ontario. When the officer attempted to stop the vehicle, the
driver accelerated. The vehicle then pulled over into a parking lot and
the officer interacted with the driver. The officer observed cardboard
boxes of contraband cigarettes inside the vehicle and contacted officers
from the Cornwall RCMP Detachment to assist.
The RCMP officers seized
2,850 resealable bags of contraband cigarettes believed to have been
manufactured in the United States and smuggled into Canada. The vehicle
was also seized. The driver and the passenger were both arrested and
released to appear at the Cornwall court on January 26th, 2009. The

Transportation Truck Inspection Leads to the RCMP Seizure of Contraband
Cigarettes

SOUTH GLENGARRY, ON, Dec. 4 /CNW/ - A 31
year old male resident from Hagersville, Ontario and a 53 year old male
resident from Ohsweken, Ontario both face charges under the Excise Act
2001 for possession of a tobacco product not properly stamped after they
were stopped by officers from the Ontario Ministry of Transportation
(MTO) for a commercial vehicle inspection.
On December 2nd, 2008,
officers observed a 2008 International Maxxforce DT Truck failing to
pull into the Lancaster Truck Inspection Station on Highway 401
westbound in South Glengarry, Ontario. The MTO officer located the truck
travelling westbound on Highway 401 and stopped the truck near the
Fraser Road overpass. The driver was instructed to return to the
Lancaster Truck Inspection Station. During the inspection, officers
observed the cargo area of the truck to contain cardboard boxes of
contraband cigarettes.
Officers from the Cornwall RCMP Detachment
were contacted to assist. The RCMP officers seized 1,950 cartons of
Discount brand cigarettes, 6,250 cartons of Stones brand King Size
cigarettes, 1,250 cartons of Smugglers brand King Size cigarettes and
5,450 cartons of DK's brand cigarettes. The vehicle was returned to the
rental company located in Brantford, Ontario. The driver and the
passenger were both arrested by the RCMP and released to appear at the
Alexandria court on January 7th, 2009. The driver was also issued a
Highway Traffic Act ticket by the MTO officer for failing to stop for a
commercial vehicle inspection.

Enforcement Project

Between November 13th, 2008, and November 24th, 2008, the Cornwall RCMP
Detachment coordinated a High Intensity Enforcement Project in the
Cornwall area to disrupt the contraband tobacco supply chain. Resources
were temporarily deployed from RCMP Detachments located in the provinces
of Quebec and Ontario to support this operation. Officers from the
Canada Border Services Agency, Combined Forces Special Enforcement Unit,
Integrated Criminal Intelligence Section, Cornwall Community Police
Service, Ontario Provincial Police, Ontario Provincial Police Organized
Crime Enforcement Team (POCET), Quebec Provincial Police and the Ontario
Ministry of Revenue Special Investigations Branch also participated in
this operation.
Individuals and vehicles involved in contraband
tobacco smuggling departing the Cornwall area towards Montreal, Toronto
and Ottawa were identified and intercepted. This joint operation focused
on targeting individuals who belong to various organized crime groups
which facilitate the distribution of the contraband tobacco throughout
Canada. The result of this operation permitted the partner law
enforcement agencies to intercept forty-eight different vehicles in the

Pair caught with illegal
cigarettes fined $46,000 -NS

Two men from
the Yarmouth area caught travelling on Highway 103 with 60,000 illegal
cigarettes have been fined more than $46,000.
James William Bartlett,
34, of Upper Wedgeport and Donald James Watkins, 31, of Yarmouth pleaded
guilty to charges under the federal Excise Act and the provincial
Revenue Act Wednesday in Bridgewater provincial court.
The pair
admitted having unstamped and untaxed cigarettes when stopped at an RCMP
checkpoint near Port Mouton September 9. When Mr. Bartlett drove up, a
constable saw what he believed to be two marijuana joints on the console
and arrested the pair.
A preliminary search of the vehicle revealed
four cartons of cigarettes on the back seat. A later search turned up
two more cartons in the trunk.
Each carton contained 50 bags of 200
illegal cigarettes, which gives a total of 60,000.
Each man claimed
30,000 of the cigarettes in court Wednesday which, given the fines and
formulas mandated under the law, yielded fines totalling $23,018
each.

On November 1st, 2008, officers stopped a 2001 Ford F150
pick-up truck speeding on Highway 401 westbound near Ingleside, Ontario.
The officer observed cardboard boxes of contraband cigarettes inside the
cargo area of the pick-up truck and contacted the Cornwall RCMP to
assist. RCMP officers seized 1,287 resealable bags of contraband
cigarettes which represents 257,400 cigarettes believed to have been
manufactured in the United States and smuggled into Canada. The driver
was placed under arrest, it was later determined that he was also wanted
by Cornwall Community Police Service on an outstanding warrant. The
driver will appear in court on the tobacco charges at the Cornwall court
on December 8th, 2008.

from the Akwesasne Mohawk Police Service observed a 1999 Chevrolet
Venture van travel from Akwesasne, Ontario towards Cornwall. The officer
observed the driver park the van on Inverness Avenue in Cornwall and
flee on foot. The officer then observed cardboard boxes of cigarettes
inside the van and contacted the Cornwall RCMP Detachment to assist.
RCMP officers seized 1,500 resealable bags of cigarettes that represent

States. Officers also seized the van. The driver was not located and the

Operations Lead to the Seizure of Contraband Tobacco Products

CORNWALL, ON, Oct. 31 /CNW/ - Two Cornwall residents and two
residents from the Akwesasne Mohawk Territory are facing charges under
the Excise Act 2001 for possession of a tobacco product not properly
stamped as a result of a joint operation between the Cornwall RCMP
Detachment, the Ontario Provincial Police (OPP) and the Canada Border
Services Agency (CBSA).
On October 29th, 2008, at approximately 1:00
p.m., CBSA officers observed a 2005 Dodge Ram travel from Akwesasne,
Ontario. The vehicle was followed and subsequently stopped by an OPP
officer on Highway 401 eastbound. As the OPP officer approached the
driver, the vehicle sped away at a high rate of speed and the OPP
officer followed. The driver then drove into the median to avoid being
stopped and abandoned the vehicle at a marina located in South
Glengarry, Ontario. The driver and passenger fled the area and were not
located. RCMP officers were contacted to assist and seized the vehicle
as well as 15 garbage bags containing 302.8 kilograms of fine cut
tobacco. The investigation continues.
On October 29th, 2008, at
approximately 9:20 p.m., OPP officers were conducting a RIDE operation
in the area near Highway 401 and McConnell Avenue in Cornwall, Ontario
when the officers observed a 1998 Ford Crown Victoria that was
transporting cardboard boxes of contraband cigarettes. The RCMP were
contacted to assist and officers seized 1,000 resealable bags of
contraband cigarettes that represents 200,000 cigarettes. The 24 year
old male driver from Snye, Quebec was arrested and released to appear at
the Cornwall court on December 8th, 2008. He was also issued a Highway
Traffic Act offence ticket by the OPP for failing to surrender a
driver's licence.
On October 29th, 2008, at approximately 9:30 p.m.,
OPP officers observed a 1998 Mercury Sable that was transporting
cardboard boxes of contraband cigarettes during the same RIDE operation.
RCMP officers were contacted to assist and they seized 998 resealable
bags of contraband cigarettes that represent 199,600 cigarettes. They
also seized the vehicle. The 21 year old male driver from Cornwall,
Ontario was arrested and released to appear at the Cornwall court on
December 8th, 2008.
On October 29th, 2008, at approximately 9:45
p.m., OPP officers stopped a 2000 Buick Lesabre on Highway 401 eastbound
in South Glengarry, Ontario. The officer observed cardboard boxes of
contraband cigarettes inside the vehicle. Officers from the RCMP were
contacted to assist and seized 1,000 resealable bags of contraband
cigarettes that represent 200,000 cigarettes. The vehicle was also
seized. The 23 year old female driver from Akwesasne, Ontario was
arrested and released to appear at the Alexandria court on December 3rd,
2008.
Finally, on October 30th, 2008, at approximately 9:15 a.m., OPP
officers stopped a 2004 Ford F250 pick-up truck on Highway 401 eastbound
in South Glengarry, Ontario. The driver provided a false name to the OPP
officer while being questioned and the officer also observed cardboard
boxes of contraband cigarettes inside the cargo area of the truck. RCMP
officers were contacted to assist and seized the vehicle and 2,500
resealable bags of contraband cigarettes that represent 500,000
cigarettes. The 30 year old male driver from Cornwall, Ontario was
arrested and released and will appear at the Alexandria court at a later
date.

2008, officers observed a 1999 Chevrolet Impala travel from Akwesasne,
Ontario. The vehicle was followed on an unusual route throughout
Cornwall and was eventually stopped by the RCMP officers on Highway 401
eastbound in Cornwall, Ontario. The RCMP officers searched the vehicle
and seized 1,269 resealable bags of contraband cigarettes which
represents 253,800 cigarettes believed to have been manufactured in the
United States and smuggled into Canada. The driver was arrested and
later released to appear at the Cornwall court on December 8th, 2008.
The RCMP also seized the vehicle.

SOUTH GLENGARRY, ON, Oct. 28 /CNW/ - A 48 year old female
resident of Cornwall, Ontario faces a charge under the Excise Act 2001
for possession of a tobacco product not properly stamped after she was
arrested during a joint investigation involving the Cornwall RCMP
Detachment, Canada Border Services Agency and the Ontario Provincial
Police.
On October 27th, 2008, officers observed a 2000 Chrysler
Concorde travel from Akwesasne, Ontario. The vehicle was followed to
County Road 18 in South Glengarry, Ontario where it was stopped with the
assistance of the OPP. The Cornwall RCMP officers, who were on the
scene, searched the vehicle and seized 1,000 resealable bags of
contraband cigarettes which represents 200,000 cigarettes believed to
have been manufactured in the United States and smuggled into Canada.

Oct. 24 /CNW/ - Three Cornwall, Ontario residents are facing charges for
possession of a tobacco product not properly stamped under the Excise
Act 2001 following vehicle stops by the Cornwall Community Police
Service and the Ontario Provincial Police.
On October 22nd, 2008, an
officer from the Cornwall Community Police Service stopped a 1998 Dodge
Durango in a commercial parking lot in Cornwall, Ontario as the licence
plate was expired. When the officer approached the driver, he observed
clear garbage bags of fine cut tobacco. Cornwall RCMP officers were
contacted to assist and seized 15 garbage bags containing 332.73
kilograms of fine cut tobacco. The vehicle was also seized. A 20 year
old female driver and 21 year old female passenger were arrested and
later released to appear at the Cornwall court on December 1st, 2008.
The driver was also issued a Highway Traffic Act ticket by the Cornwall
Community Police Service for using a licence plate not authorized for
the vehicle and driving while under suspension.
Later on the same
date, officers from the OPP stopped a 2005 Cadillac Escalade on Highway
401 eastbound in South Glengarry, Ontario that had an expired licence
plate. The officer approached the driver and observed several garbage
bags of fine cut tobacco inside the vehicle. Cornwall RCMP members were
contacted to assist and seized the bags that contained fine cut tobacco
which totaled 419.2 kilograms. The vehicle was also seized. The 43 year
old male driver was arrested and released to appear at the Alexandria
court on December 3rd, 2008. The driver was also issued a ticket by the
OPP for the expired licence plate.

seize is believed to be processed in the United States and then smuggled

On October 20th, 2008, an officer
stopped a 1993 Chevrolet pick-up truck on Cumberland Street in Cornwall,
Ontario after it had failed to yield at two traffic signals. The officer
approached the driver and discovered that the truck was transporting
cardboard boxes of cigarettes. Cornwall RCMP members were contacted to
assist and they seized 1,250 resealable bags of cigarettes believed to
have been manufactured in the United States. This represents a total of
250,000 cigarettes. Officers also seized the vehicle. The driver was
arrested and later released to appear at the Cornwall court on December

old Cornwall, Ontario male faces a charge under the Excise Act 2001 for
possession of a tobacco product not properly stamped following a vehicle
stop by the Akwesasne Mohawk Police Service and the RCMP investigate
another tobacco seizure where the driver fled on foot.
On October
15th, 2008, an officer observed a 1998 GMC Cargo van that had an expired
licence plate. The officer stopped the van in a commercial parking lot
in Akwesasne, Ontario. When the officer spoke to the driver, he observed
cigarettes inside the van. Cornwall RCMP members were contacted to
assist and they seized 2,101 resealable bags of cigarettes believed to
have been manufactured in the United States. This represents a total of
420,200 cigarettes. Officers also seized the vehicle. The driver was
arrested and later released to appear at the Cornwall court on November
20th, 2008. The driver was also issued tickets for Highway Traffic Act
offences by the Akwesasne Mohawk Police Service for using a licence
plate not authorized for the vehicle, driving a motor vehicle without a
permit, driver failing to surrender a licence, operating a motor vehicle
without insurance, driving a motor vehicle in contravention of
conditions and using a defaced validation sticker.
On October 19th,
2008, an officer observed a 1998 Pontiac Transport van travel from
Akwesasne, Ontario towards Cornwall. When the driver of the van observed
the Akwesasne Mohawk Police Service officer, the driver turned around to
travel in the opposite direction and ended up taking the van into a
ditch on Seymour Street in Akwesasne, Ontario. The driver then fled on
foot. Officers from the Cornwall RCMP detachment were contacted to
assist and they seized 19 garbage bags containing a total of 386.2
kilograms of fine cut tobacco that was located inside the van. The van
was also seized. The investigation continues and the driver was not
located.

On October 10th, 2008, officers
observed a 1999 Dodge Ram pick-up truck travel from Akwesasne, Ontario
which they subsequently stopped on Water Street in Cornwall, Ontario.
Officers seized 1,400 resealable bags of contraband cigarettes, 60
cartons of Bronco Full Flavor brand cigarettes and 60 cartons of Bronco
Lights brand cigarettes. This represents 304,000 contraband cigarettes
believed to have been manufactured in the United States and smuggled

On October 7th, 2008, an officer
observed a 1997 Chrysler Stratus driving erratically in Akwesasne,
Ontario. The officer stopped the vehicle on Brookdale Avenue in
Cornwall, Ontario and observed resealable bags of cigarettes inside the
vehicle. Cornwall RCMP members were contacted to assist and they seized
999 resealable bags of cigarettes, believed to have been manufactured in

4th, 2008, officers observed a vehicle depart Akwesasne, Ontario. This
vehicle was stopped by the RCMP on County Road 18 near Apple Hill,
Ontario. Cornwall RCMP officers searched the vehicle and seized 584.6
kilograms of fine cut tobacco found in 45 garbage bags believed to have
been manufactured in the United States and smuggled into Canada. The
driver was arrested and later released to appear at the Alexandria Court
House on November 5th, 2008. The RCMP also seized the vehicle.

On
October 3rd, 2008, officers observed two vehicles depart Akwesasne,
Ontario. These vehicles were subsequently stopped by the O.P.P. on
Highway 401 eastbound near Lancaster, Ontario. RCMP officers seized
199.5 kilograms of fine cut tobacco found in 8 garbage bags believed to
have been manufactured in the United States and smuggled into Canada.
The driver, a 27 year old male resident of Hogansburg, New York, and his
passenger, a youth who cannot be identified under the Youth Criminal
Justice Act, were questioned and released. The driver of the second
vehicle, a 24 year old resident of Akwesasne, Ontario was also
questioned
In a second incident, officers observed another vehicle
depart Akwesasne, Ontario, eastbound on Highway 401. It was subsequently
stopped by officers from the O.P.P. near Lancaster, Ontario. The vehicle
was searched and RCMP officers seized sixty-six bottles of contraband
Rikaloff Vodka, forty-two bottles of contraband Canadian Leaf Whiskey
and thirty-six bottles of contraband Port Royal West Indies Rhum. It is
believed that this alcohol was manufactured in the United States and
smuggled into Canada. The driver, a 34 year old female resident of
Ottawa, Ontario and her passenger, a 36 year old female resident of
Akwesasne, Ontario were questioned and released.

2008, at 6:37 p.m., officers observed a 2001 Chevrolet Monte Carlo
travel from Akwesasne, Ontario that was subsequently stopped on Queen
Street in Cornwall, Ontario. RCMP officers observed several resealable
bags of contraband cigarettes on the rear seat of the vehicle. Officers
seized 1,292 resealable bags of contraband cigarettes which represents
258,400 cigarettes believed to have been manufactured in the United
States and smuggled into Canada. The vehicle was also seized. The driver
and registered owner of the vehicle was arrested and released to appear

Ontario man faces a charge under the Excise Act 2001 for possession of a
tobacco product not properly stamped following a vehicle stop by the
Akwesasne Mohawk Police Service.
On October 3rd, 2008, at 7:15 a.m.,
officers stopped a 1999 GMC Sierra pick-up truck travelling in
Akwesasne, Ontario which failed to stop properly at an intersection.
Officers stopped the truck on Seventh Street West in Cornwall and
detected a strong odour of tobacco coming from the truck. Members of the
RCMP's Cornwall Detachment attended to assist and seized 1,500 bags of
cigarettes which represents a total of 300,000 cigarettes that are
believed to have been manufactured in the United States.
The truck
was also seized. The driver was arrested and later released to appear at
the Cornwall court on November 6th, 2008. He was also issued tickets by
the Akwesasne Mohawk Police for incorrect information on his driver's
licence and failing to complete a proper stop.

At 9:58 p.m., officers
deployed in a marine vessel observed three unidentified males
transferring cardboard boxes of contraband cigarettes from a 20 foot
Patriot MP boat into a pick-up truck located on the south shore of
Cornwall Island in Akwesasne, Ontario. When officers approached, the
three males jumped into the truck and fled the scene. The men were not
located. RCMP officers seized 1,750 resealable bags of contraband
cigarettes as well as a 20 foot Patriot MP boat with a Mercury Pro XS

OPP vehicle stops lead
to three Cornwall residents arrested for possession contraband
cigarettes

Oct. 1 /CNW/ - Three Cornwall residents were arrested for possession of
a tobacco product not properly stamped under the Excise Act 2001 after
the Ontario Provincial Police stopped two vehicles on Highway 401
eastbound near the Summerstown exit in South Glengarry, Ontario. This
resulted in the RCMP seizure of 1,818 resealble bags of contraband
cigarettes representing 363,600 cigarettes believed to have been
manufactured in the United States and smuggled into Canada.
The first
stop occurred on September 30th, 2008 at 8:30 a.m., when OPP officers
stopped a 2001 Chevrolet Impala for committing infractions under the
Highway Traffic Act. The officers approached the vehicle and observed
cardboard boxes of contraband cigarettes in the rear seat. RCMP officers
from the Cornwall RCMP Detachment were contacted to assist. The RCMP
seized 968 resealable bags of contraband cigarettes as well as the
Chevrolet Impala. The 40 year old female driver was arrested for this
incident and the investigation continues. She was also arrested on an
outstanding warrant with regards to a similar charge as well as for
failing to appear in court for a Kingston RCMP investigation. She was
held in custody and transported to the Brockville court for a Bail
Hearing.
The second stop occurred later the same day at 2:45 p.m.
when OPP officers stopped a 1997 Oldsmobile LSS for an infraction under
the Highway Traffic Act. When the officers approached the driver, they
observed clear resealable bags of contraband cigarettes inside the
vehicle. Cornwall RCMP members were contacted to assist. RCMP officers
seized 850 resealable bags of contraband cigarettes as well as the
Oldsmobile. The 21 year old female driver and registered owner of the
vehicle as well as the 22 year old female passenger were both arrested
by the RCMP and were later released to appear at the Alexandria court on
November 5th, 2008. The driver was also issued a ticket by the OPP for
being a prohibited driver.

The first seizure occurred at 1:53
p.m., when officers deployed in a marine vessel observed a male throwing
cardboard boxes of contraband cigarettes into the St. Lawrence River
from a boat located on the south side of Cornwall Island in Akwesasne,
Ontario. When officers approached, the male fled on foot and could not
be located. RCMP officers seized 750 resealable bags of contraband
cigarettes as well as a Suncruiser boat with a Johnson 175 horse power
engine. The investigation continues.
The second seizure occurred at
7:38 p.m., when officers observed a 1999 Pontiac Montana van travelling
from Akwesasne, Ontario towards Cornwall. Officers observed the van
travel at a high rate of speed and the driver stopped on Headline Road
in South Stormont, Ontario where he fled on foot. The driver was not
located. RCMP officers seized 1,400 resealable bags of contraband
cigarettes as well as the van. This investigation also
continues.

Seventh Street in Cornwall, Ontario and when he approached the driver,
he observed cardboard boxes of cigarettes. Members of the RCMP's
Cornwall Detachment attended to assist and seized 1,000 resealable bags
of cigarettes, 250 cartons of Putter's Light brand cigarettes as well as
the van. This seizure represent a total of 250,000 cigarettes which are
believed to have been manufactured in the United States. Both were
released and are scheduled to appear in Cornwall court on November 10th,
2008.
"At times, many vehicles that carry a heavy load are unsafe to
be travelling on our roadways," said Sgt. Michael Harvey of the RCMP's
Cornwall Detachment. "Law enforcement agencies continue to work together
to ensure that our roadways remain safe."

vehicle stop leads to RCMP seizure of 250,000 cigarettes

CORNWALL, ON, Sept. 23 /CNW/ - A 30 year old
Cornwall, Ontario man faces charges under the Excise Act 2001 for
possession of a tobacco product not properly stamped following a vehicle
stop conducted by the Akwesasne Mohawk Police Service Joint
Investigative Team.
On September 22nd, 2008, at 1:38 p.m., officers
observed a 2004 Ford Freestar travelling in an unsafe manner in
Akwesasne, Ontario. Officers observed seat head rests sitting on top of
cardboard boxes. The driver continued to a commercial parking lot
located on Brookdale Avenue in Cornwall, Ontario and the RCMP Detachment
was contacted. Cornwall RCMP officers assisted in stopping the van and
seized 1,250 resealable bags of cigarettes which represent a total of
250,000 cigarettes believed to have been manufactured in the United
States. The van was also seized. The driver was arrested and later
released and is scheduled to appear in Cornwall court on October 31st,
2008.
"The Akwesasne Mohawk Police Service Joint Investigative Team
works with the RCMP and other law enforcement partners to address cross
border smuggling of contraband, including tobacco," said Sgt. Michael
Harvey of the RCMP's Cornwall Detachment. "This integrated enforcement
partnership currently has officers from the Akwesasne Mohawk Police
Service and RCMP working together from the same office on a daily
basis."
